The Amateur Radio Emergency Service® (ARES) consists of licensed amateurs who have voluntarily registered their qualifications and equipment, with their local ARES leadership, for communications duty in the public service when disaster strikes. Every licensed amateur, regardless of membership in ARRL or any other local or national organization is eligible to apply for membership in ARES. Training may be required or desired to participate fully in ARES. Please inquire at the local level for specific information. Because ARES is an amateur radio program, only licensed radio amateurs are eligible for membership. The possession of emergency-powered equipment is desirable, but is not a requirement for membership.
The purposes for which Highland Lakes ARES is organized are to provide disaster preparedness, emergency communications, and public service communications to government and nongovernment entities, referred to from now on as Served Agency or Agencies:

A. Emergency public safety communications in support of served agencies operating within Blanco, Burnet and Llano Counties, Texas, and any other lawful purpose.
B. Support of surrounding counties as per request pursuit to ARRL policy and guidelines.
C. Reliable primary and secondary communications links for Served Agencies as needed.
D. Training of volunteers in Amateur Radio Emergency Services (ARES) using any appropriate training.
E. Instruction of the public on subjects useful to the individual and beneficial to the community.
F. Participate in planned activities when requested by a Served Agencies.
G. Recruit new radio amateur operators; promote amateur radio ARES, to the public.
